Comment:

 1. We have stated several times that the core admin menu will remain
 fixed, in part so that documentation and support efforts are easier.
 Rearranging menus would be a power user feature best left to a plugin (and
 I think there's more than one out there that does just that).

 2. 15 plugins that add settings pages is higher than average, so
 optimizing for that scenario is best done in a plugin. That said, the new
 3.3 menus make this irrelevant, since only one menu section is open at a
 time and the subs are shown as flyouts on all the others, so there should
 now be plenty of room. The exception to this is if you are in a no-
 javascript environment, since there would be no flyouts, but in a no-js
 environment the suggestion you make would not be possible anyway.
