 Thanks.  From what I gather, the patch is installed in SP1 so Windows
 Update takes care of that, and it was on my system already.

 What may be worth pointing out to others is the need to manually run the
 the command listed in the KB article to enable the UTF8 handling so all
 works properly:

 reg add
 HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\w3svc\Parameters /v
 FastCGIUtf8ServerVariables /t REG_MULTI_SZ /d REQUEST_URI\0PATH_INFO
