 Having inconsistent menus sounds like a bad idea. It's not a convenience
 if you go to access a certain menu or sub-menu only for it to turn out not
 to be there. I'm not entirely sure that the menus which were added in
 r18929 are necessary. If it's not a complete duplication of the admin menu
 structure then it introduces confusing inconsistency, and if it is then it
 re-introduces menu duplications that I thought we were trying to remove by
 restructuring the admin bar.
