 I believe I said in IRC that my preference was for tabbing to cycle
 through all choices so enter would be equal to clicking an actual link,
 but that given our timing, we should do whatever was easiest that wouldn't
 screw anyone. Worth getting an opinion from people focused on
 accessibility, I think. Will post something.
