 Does each and every user in a WP install need to see the pointer to the
 admin bar?

 IMO, it should be only admins who see it, since they're the only ones who
 can perform an update.

 Also, in the case of the pointer to the admin bar specifically, regular
 users will notice it anyway when they try to use the admin bar.
