 A Browser not being available in a language to me doesnt mean it's not out
 of date (age & upgradability wise).

 If it's not a current version, Browse Happy is suggesting upgrading to a
 more recent browser, If Firefox isn't available in their language, Maybe
 IE9 is, etc.

 It's not designed as a "Hey, Go upgrade your browser fool!" it's more of a
 "Hey, We're using functionalities which only Modern browsers support,
 Since you're not using a modern rendering engine, you might be missing
 out!"
