 I'm having the exact same issue as well.  Here's my example.

 The download link is for version 2.1.1:
 http://wordpress.org/extend/plugins/wpstorecart/

 However the readme.txt is being pulled from 2.0.13 which is 2 versions out
 of date.  Here's the correct readme.txt
 http://plugins.trac.wordpress.org/browser/wpstorecart/trunk/readme.txt?rev=337552

 And I can also confirm that the updated date is incorrect.  I updated
 today, 01/26/11 and it shows the last update as 12/08/10
