Comment:

 Add `define('DISABLE_WP_CRON', true);` to wp-config.php.

 Set up a cron on the server to hit wp-config.php every 1, 5, or 10
 minutes, or whatever you prefer.

 You'll want to further debug this I'm sure, as this is atypical. But
 sometimes improperly configured servers cause all sorts of problems.

 Alternatively, you could try the alternate cron, ALTERNATE_WP_CRON. But
 it's inferior to both the current method and setting up a system cron.
