Comment:

 I think Nacin's point was that most single-site instances aren't so
 gargantuan and filled with disconnected users that an admin would would
 need some notification of a user changing their email address. I have to
 agree with this. A) A site admin can log in any time and see the address
 associated with a given user should they need to check it. B) Would 80% of
 single-site admins need this? Probably not, which is why Nacin said it
 could be done in a plugin. Agreed, closing as wontfix.
