 Currently, when a theme is DELETED (not deactivated), the theme's settings
 are not deleted. I suggest that a similar system to how plugins are
 uninstalled with the use of WP_UNINSTALL_PLUGIN, the
 register_uninstall_hook(), and uninstall.php for themes, child themes, and
 frameworks.
