 I don't think JS can enqueue CSS, though someone might have a crazy
 workaround.

 What I meant with "CSS Scope" is the jquery ui themeroller download allows
 you to prefix a class or id to the css theme, which limits the ui theme to
 a selector, so that you can have more than one ui theme in operation at a
 time. I'd figure ".wp-ui" or something on core elements, so that
 plugins/themes can use ".myplugin-ui" on their container elements with a
 different color scheme. If "classic" color scheme gets pushed out to a
 core plugin, perhaps this scoping would help with that also.
