 If there are any places where ERROR is used at the start of a string
 without strong tags, then yes, it does need to be changed to be
 consistent. I'd also argue that any which use "Error" should also be
 updated to be consistent.

 I see one case in the attached patch where `<strong>` is not included.

 My vote would be to standardise on `ERROR`, I'm sure we do use `Error` in
 a few locations.
