 While doing testing of jQuery 1.5.2 for ticket #16426 (I was comnparing
 how things worked with the included versions of jQuery and jQuery UI in
 3.0.5, 3.1.1, and 3.2-bleeding r17614 to how things worked with jQuery
 1.5.2 in 3.2-bleeding r17614), I encountered an issue with not being able
 to drag metaboxes in IE 8 or IE 9 on Windows 7 64-bit.  I was able to
 reproduce this on two different computers with WP 3.0.5, WP 3.1.1, and
 latest trunk version (r17614).  Here's what I encountered in each version
 for each of the browsers above.

 In a fresh install of WP 3.0.5 with no plugins and the default theme (with
 jQuery 1.4.2 and jQuery UI 1.7.3) in IE 8 the metaboxes on the dashboard
 are movable just fine, but when dragging the metaboxes on the edit/new
 screens for posts, links, and pages the outline for where to drop a
 metabox is either slow at appearing, if it appears at all.

 In a fresh install of WP 3.0.5 with no plugins and the default theme (with
 jQuery 1.4.2 and jQuery UI 1.7.3) in IE 9 the metaboxes on the dashboard
 as well as the edit/new screens for posts, links, and pages can't be
 dragged at all.

 In a fresh install of WP 3.1.1 with no plugins and the default theme (with
 jQuery 1.4.4 and jQuery UI 1.8.9) in IE 8 the metaboxes on the dashboard
 and the edit/new screen for links work just fine.  However, when dragging
 metaboxes on the edit/new screens for post and pages the dragging is slow
 to start and slow to move the metaboxes.  Furthermore, the outline for
 where to drop a metabox is either slow at appearing, if it appears at all.

 In a fresh install of WP 3.1.1 with no plugins and the default theme (with
 jQuery 1.4.4 and jQuery UI 1.8.9) in IE 9 the metaboxes on the dashboard
 cannot be dragged.   Furthermore, in IE 9 with WP 3.1.1, you can reorder
 metaboxes in the right column and you can drag metaboxes from right to
 left.  However, you cannot drag metaboxes from the left column and you
 cannot reorder metaboxes on the left column.  Also, when you attempt to
 drag a metabox from the left column, you end up with a second ghost
 metabox that is also not draggable.

 In a fresh install of WP 3.2-bleeding at r17614 with no plugins and the
 default theme (with jQuery 1.4.4 and jQuery 1.8.9) in IE 8 the metaboxes
 on the dashboard and the edit/new screen for links work just fine.
