 I'm wondering whether a better solution to this issue may be a GlotPress
 instance for plugin translation which auto-leverage's strings which have
 been used elsewhere so they only need approving.

 That way the plugins get the benefit of being able to re-use translations
 if they already exist while still being able to use a different
 translation if more appropriate.

 If we provided this kind of tools support would this improve things for
 translators enough?
