Comment:

 I have no idea how did you manage to get this issue working with just
 /%postname%/ but I just installed 3.0b2 and confirmed it's not working. It
 is working with /%year%/%postname% but with the /%year%, it's also working
 in 2.9.2.

 So I'll reopen it.
