 Just to provide an answer to that before we return from our tangent to
 regularly scheduled programming. Though it can be considered in the
 future, that comment was unrelated to the issue of #13307. Since we now
 increase memory_limits in the admin area for the downloading of the
 package (once the user has upgraded to 3.0), only servers that block
 memory_limit bumps will have an issue after 3.0, and they would have a
 problem anyway, regardless of the package size.
