Comment:

 You're missing a significant amount of discussion from the past two weeks
 that went in to the decision to mark this as fixed.

 We're getting memory limit errors *downloading* the package. There is
 nothing we can do other than alter the size of the package.

 A stopgap is in place -- [14491] -- to prevent these errors once the user
 has reached 3.0, i.e. a 3.0 to 3.0.1 upgrade.

 Yes, we are only fixing the symptoms. All other optimizations will take
 place in a new ticket on a new milestone.
