 Widgets don't get removed and lost, as of 2.8. Widget removal used to have
 an AYS, but when we created the "Inactive Widgets" area, it rendered AYS
 unnecessary, since nothing was lost by removing a widget. Since menu items
 are lost on removal, that's why there's an AYS, just like on screens where
 we have delete instead of trash (excluding actual Trash screens).
