 I just noticed that also themes that aren't enabled get shown at normal
 user.

 What I did was using the theme for the main website and disabled it
 because other users aren't allowed to use it. But I noticed that other
 users still could select the theme. Disabling my own theme didn't work.

 I used revision 14521.
