Comment:

 comments_popup_link() only shows the 'none' text ("Comment Off") if there
 are A) no comments, B) comments are closed, and C) pings are closed. If
 you want that changed, it would need to be in another ticket.

 Additionally, text was removed from Twenty Ten re: trackback links. Of
 course, you can still use the existing trackback link, it hasn't gone
 away. We just removed the link to it.
