 I'm super against limiting selection to 15 with autocomplete search being
 the backup. Selection and recall are two different things, and if we're
 giving them a menu creation system, the types we make available (which was
 supposed to be pages, categories, custom links only in v1) need to be
 fully available, not limited. If I've misunderstood what you're trying to
 suggest on this ticket, I apologize, and would ask for a more specific
 description. I'm not opposed to adding a Popular tab in the module itself
 i it seems like an issue, but it would be a blocker for me if the Add
 Categories modules did not list all the categories.
