Comment:

 When having two columns, if you change to one column, publish goes at the
 end of the column.

 Tested in two different sites, with 2.9.1 and 2.9.2.

 If I change into 2 colums, move publish to the right column, and change
 again to 1 column, it goes again to the end of the central column.

 Tested.
