 In SVN 13754 on two different servers it seems that having more then a
 single entry in a sub menu isn't working.

 So if you have a top level menu item and add 3 other items under it, each
 item becomes a sub menu of the previous item.

 When your trying to create:
  1
   ->1.1
   ->1.2
   ->1.3

 You end up with something like:
  1
   ->1.1
    -->1.1.1
     --->1.1.1.1

 This seems to being happening after you save the menu since it looks
 correct until you do.
