 If a theme didn't register support for nav_menu, a message would be
 displayed in the admin custom nav page explaining lack of support: [[BR]]
 "The current theme does not support Custom Navigation."

 If a theme does support, it should display a message that WP is using the
 fall-back wp_pages_menu (wp_menu_pages?) and a message suggesting
 customizing. (perhaps prepopulating the menu with the pages in use in the
 fall back to clarify) [[BR]]
 "You haven't yet customized your menus! Currently we are simply providing
 a list of your pages, but feel free to change it as you see fit!"

 And if their is a way for theme devs to specify a default fallback menu
 (perhaps by registering like a sidebar and defining options) then it
 should populate and use that menu until user overwrites with
 customizations, no? (if this is too much, perhaps in 3.1)
