 This doesn’t sound good to me. I would try to keep it similar to widgets,
 in that you can drag any widget / menu item to any sidebar/menu. If there
 is going to be some kind of activation, I would then change the whole
 layout and not try to mimic the widget screen.

 I don’t want to imply that my proposition is perfect but at least '''every
 menu item gets added the same way''', drag and drop that is, and there are
 no special items or a need activate a menu to baffle the user. I like the
 simplicity of it.
