Comment(by scribu):

 A "special menu item" is linked to another WordPres object, like a page or
 a category.

 Other menu items are standalone, like external links*.

 I plan to move all the non-special menu items into a single dropdown.

 * You could make the case that bookmarks are essentially external links.
 Perhaps they can be merged with the menu items at some point.
