 If a user wants to try a beta package or replace an existing plugin plugin
 from a ZIP archive for any reason, it would be nice to be able to do this
 from the admin interface for installing an upload.

 I have a patch, the result of my first attempt to learn the code and a
 discussion starter rather than a commit proposal at this point. If I'm
 headed in the right direction I'm willing to work on it more.
