 That said, I'm curious to understand why the ticket started by a
 discussion on the /u modifier. The functions from the related patch don't
 seem to use it:

 there is one issue with the regexp from is_valid_utf8_preg5998(), since
 the latter lacks delimiters and it could arguably start with "(?:" instead
