 The only thing I'm going to say on #11697 is I feel it is a way to make
 this issue go away, along with others, with out actually fixing them (you
 even admitted to it in the comments on #11697).

 Anyways, the proper permission level for this problem does not exist at
 this time (AFAIK). Implemented as is through the patch, most setups would
 only notice the proper behavior, only editors and admins can access,
 create, or modify pages. However, in setups with more user levels this
 could be a problem. So it is not a complete solution.
