 Another thing that should be noted... Will a crashed Users table or
 options table, with this change, prevent access to the error message?

 Part of the reason this is in core, is to allow everyone to have access to
 it when their database crashes, as a plugin, it may not be activated. As a
 plugin, If the options table crashes, it will not be loaded.
