 I'd like to change "Custom Navigation" to "Menus" per earlier discussions.
 It's more like widgets than like the custom header, but really, I think we
 could get rid of the word Custom from everything under appearance. The
 fact that you have the ability to control each thing makes all of them
 custom. Getting rid of Custom in the labels will also make translation
 strings shorter. Can we get rid of Custom across the board, and change
 Navigation to Menus?
