 error in redirect_canonical.

 I applied peaceablewhale's patch to latest trunk on IIS 7 and IIS 7.5.
 Works fine.  I will attach a patch refreshed off of 16880.  (1st attempt
 to upload a patch, let me know if it is incomplete or flat out wrong)
