 @hakre:

 The option in the notice that the GPL authors recommend, “either version 2
 of the License, or (at your option) any later version”, is NOT implied.
 It must be stated explicitly.

 As far as I know, and as Peter says above, that was never stated in any WP
 files.  If that is the case, then it is not possible to apply the terms of
 the GPLv3, or any future version of the GPL, to WordPress without the
 agreement of the copyright holders.  So, the change in the readme file is
 simply a clarification.
