Comment:

 No, we very specifically debated this weeks ago and decided *nothing*
 about Network should appear in the UI of WP without that config change.
 Closing as wontfix. In a future version when we've improved the multisite
 experience to the level of being consistent with the rest of the WP
 experience, then we'll bring it in and make it easier to access.
