 While I can see the attraction of allowing easy support for things like
 Chrome Frame, I don't think core is the place for it. Which third party
 plugins, preferences and meta data do we decide to support or not support?
 Do we start adding constants for other specific things such as iPhone
 viewport size, IE image toolbar settings, author/copyright info?
