 I have thought long and hard about this and I don't think that this is the
 correct thing to do in the core.

 I think the community would be much better served by a canonical plugin
 which provides a WordPress Health Check - this would be one of the many
 things that the plugin would check.

 Others could include: File Permissions, PHP config, webserver config etc.

 We should not be putting code into the core which has a small target
 audience - it is necessary bloat for the rest of the users.
