 Delete the file, Replace it with a new blank copy from here:
 http://core.trac.wordpress.org/export/12006/tags/2.8.4/wp-blog-header.php

 Closing as Invalid: Its not a WordPress bug, Either you've uploaded the
 files incomplete, or your server is somehow breaking the files when you
 upload.

 Take it back to the support forums if you continue to have issues.
