 The change was because in testing a lot of people didn't know where to go
 for widgets, which most regular people don't think of as theme-dependent.
 I vote for not changing anything around this in 2.9, since we pushed the
 general nav/header touch-ups to 3.0 since menus will need to be touched
 then for the merge anyway. Let's not go changing menus with every
 release... it screws up all the documentation.
