 Adding a widget with no options to a sidebar places the widget in
 "expanded" form in the sidebar with no immediately obvious way to continue
 addding more widgets (because there is no "save" button).

 You can add further widgets after "minimizing" the newly-added widget.

 Suggested way forward - it would be more consistent if all widgets had the
 "save" button.  Alternatively, widgets without options could be added in
 the "collapsed" state thus removing the click required to minimize the
 widget.

 Attached screenshot shows what I mean re: the lack of a save box.

 Leaving this as a bug as it appears broken to me.
