 Note that the Geonames data is also available for download. I took a look
 at the cities > 15000 zip. It's a big table, but I think it might be
 possible to distill this information down to, basically, a list of
 lat/long/timezones, then given a lat/long, a simple nearest neighbor
 search through there would give you the correct timezone. So with that, we
 could eliminate the reliance on the Geonames webservice.
