 I just noticed... In addition to the above, there are more missing
 components to the value stored in the database.  the original string was:

 <my wp site>?step=2

 It should have been:

 <my wp site>/wordpress

 So the value placed in the DB was doubly wrong:  It was missing a
 directory and had extraneous characters at the end.
