 I can see how this enhancement would increase that problem, but this
 probably already happens with the current way of doing things. People can
 create and delete administrators, whether that be "admin" or not. I see
 what your bring up as a related problem, but not one necessarily caused
 solely by this patch. I think that the problem you bring up should be
 patched, but should it be done by this ticket or another one? ... or
 doesn't it matter?
