 Allow me to suggest splitting the wp-admin/index.php "screen options" into
 two parts with
 an horizontal bar (<hr>) between them. One part labeled "External
 links" one labeled "Internal links".

 That way the user could, at a glance, know which links to turn off to
 prevent a mere click of "Dashboard" to cause HTTP requests all over
 the Internet if he is not so inclined.
