 At 10656, Appearance->Add New Themes, Popular tags, click on a tag, and
 view the themes in that tag, there is always one, or two, empty theme
 squares at the very end of the possibilities.

 Right now, tag 'yellow' shows two empty squares and tag 'w3c' shows one
 empty square.

 Reporting this here, please advise if you want reports like this on
 separate tickets.
