 Well, right now, the code that generates the dropdown is intentionally
 ignoring non-location based timezones, although they are usually
 available. For example, in my local installation, PHP returns a list of
 zones named like "Etc/GMT-6". If these are there, it would not be a huge
 stretch to have it default to one of these if no location-aware TZ is
 selected.

 I could also make it display the DST rule for the selected timezone. My
 plugin does this if it detects support for it. It says something similar
 to "This timezone is currently in standard time. This timezone switches to
 daylight savings time on: March 8, 2009 @ 3:00 am CDT" and so forth. Bit
 of feedback to let you know if the location you picked is correct.
