 I'm running the exact same setup, except that I'm running Apache instead
 of IIS. But the original reporter here was using XAMPP.

 The only difference I think is that we're not running the same locales...

 Can those reporting the problem here disable all plugins, or run a clean
 install of WP 2.9 on the same server?
