 The section in the PHP Manual is
 [http://www.php.net/manual/en/book.datetime.php the Date and Time PHP
 extension], you find more info in the
 [http://www.php.net/manual/en/timezones.php List of Supported Timezones].
 It infact is based on [http://pecl.php.net/package/timezonedb PECL
 timezonedb] which is based on [ftp://elsie.nci.nih.gov/pub/ the "Olson"
 database]. Please contact your servers administrator for a fix.
