 It doesn't seem clear: is the RSS 0.92 feed currently broken / not fully
 working? If no, then why remove it?

 If it is broken and it's not a simple fix, then I vote remove it. Just
 because it's old isn't a good reason to remove it, however investing time
 in something that no one uses anymore and a plugin could add back if it
 was really wanted is a good reason to remove it.

 Seems fairly cut and dry.
