 "Functionalities" are the configuration variables. script loader (''wp-
 admin/load-scripts.php'') is using a library (''wp-includes/script-
 loader.php'') that reads configuration variables (for example
 SCRIPT_DEBUG, but others as well) that you normally set in wp-config.php
 (see function wp_default_scripts() in there).
