Comment:

 Very, very easy to accomplish this via a plugin: Make super simple options
 page, store in db, output using hooks that are required in theme (but
 often do not exist).

 Debatable if it's something needed in the core though. I personally don't
 think it really is. Heck, you just use a text widget for most of this
 kinda stuff.
